OFSI publishes Brexit counter-terrorism guidance

OFSI has published guidance on the Counter-Terrorism (Sanctions) (EU Exit) Regulations 2019. The Regulations, made under SAMLA, impose various bans and requirements, and create offences with penalties. The Regulations apply within the UK and to all UK persons wherever they are – including overseas branches of UK entities.

The Regulations set out the scope of being “involved in terrorist activity”, which include providing financial services, or making available funds or economic resources, for the purposes of terrorism.

The Regulations contain the offences, the reporting and record keeping requirements, and the procedure for licences and exceptions.
