FCA has published its final position and Handbook Rules on permanent product intervention measures that will ban sale, marketing and distribution of binary options to retail consumers.  ESMA has extended its temporary ban, many times, most recently until 2 July. The FCA ban covers firms that carry on business in or from the UK and takes effect from 2 April 2019.  The new rules form a new section 22.4 of COBS.
