HM Treasury has published its annual review of progress by signatories of the Women in Finance Charter.
42% of the 210 signatories met their targets for female representation in senior manager, with a further 29% having targets with future deadlines that they are on track to meet.
Average female representation in senior management increased to 37% in 2025, in line with the usual one percentage point annual increase observed since the launch of the Charter.
This year, insurers pulled ahead of the other three largest financial services sectors, with average female representation in senior management reaching a critical stepping stone of 40%. This figure represents the minimum target of around 58% of the signatories.
In contract, the UK banks group – which led on female representation for a number of years has plateaued at 38% since 2022, and was the only sector to remain flat in 2025 compared to 2024. Nearly half of UK banks in fact decreased their representation in 2025.
