The PSR has published a consultation on revoking Specific Direction 4, which requires the operator of the LINK payment system to undertake a competitive procurement for the infrastructure required to run it every 10 years.
Given changes to market conditions, the PSR now considers that a competitive tender obligation may not now be an effective method of addressing competition issues, instead that this issue is best addressed through active regulatory oversight of LINK and Vocalink to ensure that risks associated with a monopoly position are mitigated.
The consultation closes on 17 July 2025.
