Treasury has published the results of an independent review on the operation of the Counter Terrorism (International Sanctions) (EU Exit) Regulations 2019. The review looks at the purpose of the Regulations and the situations in which they could be used (at the time of the review, they had not been used for any new designations, but now have made designations in relation to Hamas leaders). There had been no challenges under the Regulations but the reviewer noted that with increasing use of sanctions, there may be need for greater humanitarian exceptions.
